Our Story
Wagner Leadership Institute (WLI) was birthed from a prophecy given by Cindy Jacobs at Chuck Pierce’s birthday party in the home of Dr. C. Peter and Doris Wagner on June 6, 1998. The educational paradigm suggested in the prophecy has now been implemented. The prophecy also stated that there would be a physical campus attached to WLI.
Cindy Jacobs also prophesied to Dr. Wagner in September of 1992: “The ministry of Global Harvest will widen far beyond what you and Doris have planned or anticipated. It will not end when the AD2000 United Prayer Track is terminated, but it will continue into the future. It will grow to such proportions that you will have a building of your own." Global Harvest is the parent organization of WLI.
WLI began holding classes in November 1999, in the classroom facilities of the World Prayer Center at New Life Church. WLI then experienced amazing growth. In 1999, WLI scheduled nine courses. The enrollment in the first Fast Track was 50 students, and the enrollment in the second Track was 70 students, an increase of 40 percent. WLI ended 1999 with 150 students enrolled in the school.
It should go without saying that Peter and Doris' attention was soon focused back on Cindy Jacobs' original prophecy regarding WLI, which included a physical campus.

More Prophetic Words about WLI
Cindy Jacobs delivered the following prophetic word in Colorado Springs on June 6, 1998.
| Lord would say, “I am going to build a school here in Colorado Springs, and I am going to gather leaders from around the world. I am going to physically build a campus, and people are going to come here to study. . . Don’t be concerned about this or how you will work it out, because I am going to do it. I am going to bring people who will bring money to you. I am going to bring people who will come and put millions of dollars into this. . . It’s going to happen quickly. There is going to be someone come to you and they are going to say, ‘I want to build this. It is in my heart and I want to do it.’” God also says, “The Wagner Leadership Institute is so big that you cannot imagine how big it really is. It is greater than anything you could ever dream of. It is a new thing. You don’t know how to do it yet, but I am going to bring people to you and they know how to do it. It will be like putting a puzzle together. I am going to call from the four corners of the earth everything that will be necessary.” |
David Cartledge from Sydney, Australia gave this prophesy on February 18, 2000.
| God is going to give you the hearts of significant men in the business world; men of influence around the world in a number of countries and in particular your own country. He is going to cause this to happen because He is determined that you are never going to be without resources to carry out the work that He has called you to do. God is literally going to give you favor with significant people who rule in their empires. Powerful people! Not only that, but He will open the doors for you to speak to world leaders, and you will never have to seek the opportunity. You will never have to try to make it happen. God Himself will open the door in its time. It will just happen; it will take you by surprise. Resources will flow to you from a variety of places. You are never to look to them because God will use one source to bring much finance to you for the work of God, and it will never happen again. Then He will open another door. God will give you one significant person who will stand with you forever. You will be able to depend and rely on him, but others will come and go. They will be touched by God to bless you on one occasion, and then they will be drawn in another way at another time. You are never to look to people, not even to the one who will stand with you. God is your source! As you trust Him, God is going to lift you to another level of finance. The reason He is doing this is because He intends that you will teach people around the world another way of accessing the finance of this world for the kingdom of God. |
The Dream for a Campus
Dr. Wagner states “Once God gave me this dream, I began to speak of the new WLI campus as a reality. I believe that God will bring the people mentioned in the prophecies to me in a very short time. However, old men are supposed to dream dreams. In addition, I know biblically that if I believe the prophets, I will prosper and accomplish all that God calls me to do while I am still here on earth!”
Both Global Harvest and WLI now have their own buildings in Colorado Springs. The Wagners continue to call on God to grow and develop the campus.
Further Expansion
In February 2006, Cindy Jacobs once again prophesied to the Wagners at Springs Harvest Fellowship in Colorado Springs, Colorado:
Peter Wagner, the fresh wind of the Lord is blowing upon the Wagner Leadership Institute. The fresh wind of God is coming to blow and I am getting ready to give you a mantle and a plan that is going to touch the nations of the earth. The Lord says the plan is going to be given to you apostolically. You have always been known as one who saw trends, but the Lord says you are going to have the mantle to disciple the trends. So not only will you see trends, but as you see a trend, you will put in the discipline for it, says the Lord. And I am going to put a discipleling anointing upon you, and you are going to disciple nations. The Lord says I gave you a mandate for the Great Commission – you always had the Great Commission on your license plates and I don’t know if you do right now – but the Lord says get it again, because you are going to, from now on, disciple nations. I am going to use you to reform nations. I am going to show you how to do it. I am calling you back to the Great Commission, says the Lord. I am calling you back to the first things.
The Lord says you will have the strength too, both of you. You will have the keenness of mind you need. You will not fail and you will not falter. You will be able to finish the course. You will be able to finish the course well, says the Lord. And God says to you, this is going to be a year of doubling for WLI. It is going to double, and it is going to double again. You will see that everything is going to start doubling. You have passed and crossed over Jordan, says the Lord. The building was your Jericho. But now, with your crossing over, you will posses the land. So, Father, I thank You in the name of Jesus – the new mantle for the new day. The new mantle. You are going to have what you need Doris, you are going to do it. Thank You, Lord, for the new mantle for the new day, the discipleling mantle. The Lord says many are going to come here to Colorado Springs and the Lord says there will even be this network – I see where it will literally be like an Apostolic Network, and I know you have that one already. People will want to come under you and it will be its own entity like that, so the Lord says you think of it like that and you will have it. |
Dr. Wagner sums up the process,“I sincerely believe in the depths of my being what God said, that “The Wagner Leadership Institute is so big that you cannot imagine how big it really is. It is greater than anything you could ever dream of. It is a new thing.” Receiving a prophetic word about Wagner Leadership Institute and then seeing such a radical institution come into being is awesome! God is bringing this to pass, line upon line and precept upon precept. I started WLI when I was 68 years old, having logged over 40 years of active ministry. I have done many things over those four decades by the grace and through the power of God. The past 40 years has merely been my personal training ground for this new career which began at age 68 – and He has kept the good wine until now!” John 2:10 |
